We are a public-benefit company — mission-driven by design — and we operate without the conflicts of interest that are often found in the healthcare consulting and analytics industry.

Peterson Health Analytics was established by Peterson Philanthropies, the same organization that established the Peterson Center on Healthcare in 2014 and the Peterson Health Technology Institute in 2023. Together, these organizations work to make healthcare more affordable and effective for all Americans.

Peterson Philanthropies partnered with Purchaser Business Group on Health (PBGH) to design and build the early iteration of Peterson Health Analytics’ data methodology. PBGH tested and refined that methodology with five diverse employers across ten markets, shaping the solution set on which Peterson Health Analytics is based. Peterson Health Analytics has also partnered with the National Alliance of Healthcare Purchaser Coalitions, whose members provide health benefits to more than 90 million Americans, to deliver the PHA data analysis and solutions to the National Alliance’s more than 40 purchasing coalitions across the country.

Leadership

Cora Opsahl

Cora Opsahl is the Managing Director of Peterson Health Analytics, a public-benefit company, created by Peterson Philanthropies to empower employers with independent, actionable data analysis of healthcare costs and quality. PHA combines price transparency data, employer claims data, and independent quality and safety ratings to enable employers to benchmark and reset their healthcare spending to deliver more affordable and higher-quality care for workers and their families.

Prior to joining PHA, Cora was the director of the 32BJ Health Fund, a self-insured Taft-Hartley benefit fund. While there, she prioritized a data-driven approach with a focus on reducing trend. During her 6 years, she oversaw over $240M in benefit savings from bold benefit design decisions, innovative RFPs, and implementing the largest direct healthcare contract of its kind with a health system.

She previously worked at Express Scripts, where she held a variety of roles, ranging from Medicare Part D to operations, strategy, and acquisitions. Opsahl earned an MBA from Saint Louis University.

Caroline Pearson

Caroline Pearson is Executive Director of Health Programs at Peterson Philanthropies, where she oversees all health-related efforts of Peterson Philanthropies aimed at improving healthcare affordability across the health system. She is Executive Director of the Peterson Center on Healthcare, where she leads initiatives and grantmaking to fulfill the Center’s mission to create a high-performing health system that delivers better care at lower cost. She is also Executive Director of Peterson Health Technology Institute, where she leads efforts to evaluate the clinical and economic impacts of digital health solutions.

Caroline is a nationally-recognized healthcare expert, with a focus on healthcare technology, public and private insurance, state and federal health policy, prescription drugs, and aging issues.

She was previously the Senior Vice President for Healthcare Strategy at NORC at the University of Chicago, a nonpartisan research organization. In this role she launched a new department of subject matter experts who deliver actionable research and analysis to health plans, providers, biotech companies, patient groups, and foundations.

Prior to her work at NORC, Caroline was an executive at the consulting firm Avalere Health. As the Senior Vice President of Policy and Strategy, she oversaw teams focused on policy, strategic communications, and financial services.

Caroline is an elected member of the National Academy of Social Insurance. She is honored as a Crain’s New York Business Notable Leader in Health Care. Caroline previously served on the board of Summa Health, a provider-sponsored plan in Akron, OH and worked as a senior advisor to the BlueCross BlueShield Venture Fund. She was also a science and commercialization advisor to UChicago’s Polsky Center.

Caroline graduated Magna Cum Laude from Harvard University with a B.A. in Government.
